We, the undersigned, support passage of legislation by the 2019 Montana Legislature that will put Montana businesses to work, make Main Street businesses more profitable, and save Montanans money. Many of Montana's buildings are old, inefficient buildings in need of upgrades, but it's a challenge to afford the upfront cost. Commercial Property Assessed Clean Energy (C-PACE) is a way for Montanans to finance the upfront cost of energy efficiency, renewable energy, and water conservation improvements on buildings they own, and offset the payments with their utility bill savings. These are projects that will save much more money than they cost in the long run, but may have prohibitive costs up front. With C-PACE assessments, 100% of a project’s costs are funded by private capital providers. Projects are facilitated by the local government, which places an assessment on the property, and the costs are repaid over a term of up to 20 years. This type of financing has been used effectively in the US for decades to fund improvements to private properties that meet a public purpose, such as water and sewer systems, sidewalks, and street lighting. C-PACE would bring in private investment and create local jobs, while keeping our energy dollars close to home and helping Montanans save money. Energy service companies and contractors find that C-PACE can help them make sales, and the projects create more work for HVAC, lighting, insulation, electric contractors, and more. In order to make these financing options available to Montanans, legislation must be passed. As of 2018, 36 states and the District of Columbia have passed PACE-enabling legislation (both residential and commercial). We call on the Montana Legislature to pass legislation enabling Commercial Property Assessed Clean Energy.
